Below is my personal preference for the number of linen pouches:
Weekly planner: three pockets - one for the pcitograms you use regularly - one for pictograms you use infrequently - one pocket for the photos
 
Routine planner: two pouches - one for pcitograms you use regularly - one for pictograms you use infrequently
 
Bedtime rotation planner: one pouch - one for the pictures
